MOFCOM decides to implement temporary anti-dumping measures on imported halogenated butyl rubber from Canada, Japan

China's Ministry of Commerce (MOFCOM) on Tuesday announced that it will implement temporary anti-dumping measures in form of a deposit on imported halogenated butyl rubber from Canada, Japan starting from August 14, as investigating authority has preliminarily determined imported halogenated butyl rubber from Canada and Japan have been dumped, causing substantial harm to the domestic halogenated butyl rubber industry in China. 

In a separate statement released by the MOFCOM, the ministry said at the request of domestic Chinese industries, the MOFCOM, on September 14, 2024 initiated an anti-dumping investigation into imported halogenated butyl rubber originating in Canada and other countries.

Since the case is opened, the MOFCOM conducted the investigation in strict accordance with relevant Chinese laws and regulations and WTO rules, adhering to the principles of fairness, impartiality, openness, and transparency. 

Through investigation, preliminary evidence indicates that the imported products under investigation are being dumped, that the relevant domestic industries have suffered substantial damage, and that a causal relationship exists between the dumping and the substantial damage. 

In accordance with the relevant provisions of the anti-dumping regulations, the MOFCOM announced a preliminary ruling on Tuesday, deciding to implement temporary anti-dumping measures, and ruling that the dumping margin of Canadian companies in the halogenated butyl rubber case was 26.2 percent-40.5 percent.
