China's Ministry of Commerce (MOFCOM) announced on Wednesday to launch a expiry review of anti-dumping measures on imports of single-mode optical fibers from India starting August 14, 2025, in line with relevant Chinese regulations.
The scope of the review is to determine whether terminating the anti-dumping measures on imports of single-mode optical fiber originating from India would likely lead to the continuation or recurrence of dumping and injury, the ministry said in a notice.
China started to impose anti-dumping duties on imported single-mode optical fibers from India from August 2014, with tariff rates ranging from 7.4 percent to 30.6 percent, and in August 2020, China decided to continue to levy the anti-dumping duties for another five years, according to the MOFCOM.
On June 5, 2025, the ministry received an application for an expiry review of anti-dumping measures from five Chinese companies representing the country's single-mode optical fiber industry.
The applicants argued that if the anti-dumping measures were lifted, dumping of single-mode optical fibers originating from India could continue or recur, and the resulting damage to China's industry could also continue or recur. They requested that the ministry conduct an expiry review investigation on imports of single-mode optical fibers from India and maintain the existing anti-dumping measures on such imports, per the MOFCOM.
In accordance with the relevant provisions of the nation's Anti-dumping Regulations, the MOFCOM reviewed the applicants' standing, the products under investigation and comparable domestic products, the import situation of the products under investigation during the period of anti-dumping measures, the likelihood of continuation or recurrence of dumping, the likelihood of continuation or recurrence of injury, and related evidence.
The available evidence shows that the applicants meet the requirements on industry and industry representativeness set out in Articles 11, 13, and 17 of the nation's Anti-dumping Regulations, and are qualified to file the application on behalf of China's single-mode optical fiber industry.
The investigation authorities consider that the applicants' claims and the prima facie evidence submitted meet the requirements for initiating an expiry review investigation, the ministry said.
