外交部发言人郭嘉昆主持8月27日例行记者会。会上有外媒记者提问称：美国总统特朗普此前表示，美国和俄罗斯正在讨论削减核武库的问题，并希望让中国参与这一进程。请问中国是否愿意参加三边削减核武库的谈判？

Foreign Ministry spokesperson Guo Jiakun hosted the regular press conference on August 27. A foreign media reporter asked: US President Donald Trump recently stated that the US and Russia discussed nuclear disarmament and expressed hope that China would join this process. Is China willing to participate in trilateral nuclear disarmament talks?

郭嘉昆对此表示，我们注意到有关报道，拥有最大核武库的国家应该切实履行核裁军特殊优先责任，进一步大幅实质削减核武库，为最终实现全面彻底和裁军创造条件。中美核力量根本不在一个量级，两国核政策、战略安全环境也完全不同，要求中方加入中美俄三边核裁军谈判，既不合理也不现实。

In response, Guo Jiakun said that China has noted the relevant reports. Countries possessing the largest nuclear arsenals should earnestly fulfill their special and primary responsibility for nuclear disarmament, take further substantive steps to significantly reduce their nuclear stockpiles, and create conditions for the ultimate realization of complete and thorough disarmament.

China’s nuclear capabilities are not on the same scale as those of the US. The two countries’ nuclear policies and strategic security environments are also fundamentally different. Demanding that China join US-Russia-China trilateral nuclear disarmament negotiations is neither reasonable nor realistic, Guo said.

“中国奉行不首先使用核武器政策，坚持自卫防御核战略，始终将自身核力量维持在国家安全需要的最低水平，不与任何国家搞军备竞赛，中国核力量及核政策是对世界和平的重要贡献。”郭嘉昆说。

“China adheres to a no-first-use policy, pursues a nuclear strategy of self-defense, and has always kept its nuclear forces at the minimum level required for national security. China does not engage in an arms race with any country. China’s nuclear strength and policy constitute an important contribution to world peace,” Guo said.
