China's implementation of export control measures for superhard materials and related items is not targeted at any specific country or region, and for lawful and compliant export applications, China will grant approval after review, a spokesperson from China's Ministry of Commerce (MOFCOM) said on Thursday.
The remarks came as MOFCOM, in conjunction with the General Administration of Customs, issued on Thursday announcements on implementing export control measures for items related to superhard materials, rare earth equipment and raw materials, five medium and heavy rare-earth elements such as holmium, lithium batteries as well as artificial graphite anode materials. These measures will take effect on November 8.
Prior to this, we have notified relevant countries and regions, the spokesperson said. The items subject to the export control have clear dual-use (military and civilian) characteristics. China's implementation of export control measures in accordance with laws and regulations aligns with international practices, better safeguarding national security and interests, and effectively fulfilling international obligations such as non-proliferation, the spokesperson noted.
The Chinese government is committed to working with other countries to maintain the stability and smooth operation of global supply chains. At the same time, China is willing to engage in communication and dialogue with relevant parties on export control policies and practices through bilateral export control dialogue mechanisms, jointly promoting and facilitating compliant trade, according to the spokesperson.
