The fourth plenary session of the 20th Central Committee of the Communist Party of China (CPC) just successfully concluded. One of the major achievements of the meeting is the adoption of the Recommendations of the Central Committee of the Communist Party of China for Formulating the 15th Five-Year Plan for Economic and Social Development, Chinese Foreign Ministry spokesperson Guo Jiakun said at a press conference on Friday.
This sends a signal of the stability of China's policy, economic growth and development expectations, which injects valuable certainty to the volatile world, Guo said, in response to a question seeking comment on foreign media comments' saying that China withstood risks and challenges in the 14th Five-Year Plan period (2021-25) and achieved remarkable achievements in economic and social development, and that the communique of the fourth plenum extends the direction of China's policy, and China continues to implement its socialist modernization plans despite uncertainties in the world.
From the 14th Five-Year Plan to the 15th Five-Year Plan (2026-30), China has shown resolve and perseverance to follow the blueprint to the end and unveils the success code of China's way of governance, Guo said.
Looking ahead, a confident and open China will share opportunities with other countries and seek mutual development, work for an equal and orderly multipolar world and universally beneficial, inclusive economic globalization, and promote the building of a community with a shared future for mankind, the spokesperson said.
Guo highlighted China's achievements in promoting high-quality development and the development of new quality productive forces.
During the 14th Five-Year Plan period, China's GDP exceeded 130 trillion yuan ($18.3 trillion), with breakthroughs being made in emerging industries such as artificial intelligence and new energy. The "world's factory" has become the global innovation powerhouse, Guo said.
China is committed to high-level opening-up. The country continues to cut its negative list for foreign investment, the overall tariff has decreased to 7.3 percent, and has reached agreements with more than 150 countries and 30 international organizations for the high-quality joint construction of the Belt and Road Initiative, the spokesperson said.
During the 14th Five-Year Plan period, China's economy has maintained an annual average contribution of around 30 percent to global economic growth, serving as the engine and growth driver of the global development, Guo said.
