He noted that this is his fourth visit to the country, taking place within the framework of the 50th anniversary of Mozambican independence. After a period of distancing described as "dark paths," Lula asserted that it is time to recover relations and that "Brazil is back."
The president announced the signing of nine new bilateral agreements covering institutional development, health, education, diplomacy, entrepreneurship, trade promotion, civil aviation, legal assistance, and agroforestry services.
Addressing infrastructure challenges, Lula emphasized that cooperation should extend to ports, roads, power plants, and transmission lines. He mentioned that the government is working to enable the Brazilian Development Bank (BNDES) to finance the internationalization of Brazilian companies again, stating that credit options are essential for exporting services.
Regarding health and agriculture, Lula explained that strengthening Brazil's industrial health complex will allow for the resumption of joint drug production in Mozambique. He also highlighted the potential to increase productivity in the African savannah with adequate technology and announced professional training programs involving the Ministry of Education and Embrapa.
On climate and security issues, the Brazilian leader proposed cooperation in protecting forest biomes and energy transition, focusing on biofuel production. He also offered collaboration through the Brazilian Federal Police to combat organized crime and money laundering.
