China launches sunset review of anti-dumping duties on polyphenylene sulfide imports from Japan, US, South Korea, Malaysia

China's Ministry of Commerce (MOFCOM) announced on Sunday the decision to launch a sunset review investigation, effective Monday, into the anti-dumping measures on imported polyphenylene sulfide originating from Japan, the US, South Korea, and Malaysia, in accordance with corresponding anti-dumping regulations, according to the notice released on the official website of the MOFCOM. 

This investigation will begin on Monday, and is expected to conclude by December 1, 2026, according to the MOFCOM.

The Customs Tariff Commission of the State Council has decided that, during the expiry review investigation of anti-dumping measures, imported polyphenylene sulfide originating from Japan, the US, South Korea, and Malaysia will continue to be subject to anti-dumping duties at the rates and within the scope previously announced in MOFCOM notices.

The dumping investigation period for this review was from July 1, 2024, to June 30, 2025, and the industry injury investigation period was from January 1, 2021, to June 30, 2025, said Monday's notice.

On November 30, 2020, the MOFCOM issued Notice No. 53 of 2020, deciding that from December 1, 2020, imported polyphenylene sulfide originating from Japan, the US, South Korea, and Malaysia would be subject to anti-dumping duties at rates ranging from 23.3 percent to 220.9 percent. 

Among them, Japanese companies are subject to 25.2-69.1 percent, US companies 214.1-220.9 percent, South Korean companies 26.4-46.8 percent, and Malaysian companies 23.3-40.5 percent. The measures were to be implemented for a period of five years.

On September 8, 2025, the MOFCOM received an application from Zhejiang NHU Co., Ltd., representing the Chinese polyphenylene sulfide industry, requesting a sunset review of anti-dumping measures.

In accordance with the relevant provisions of the anti-dumping regulations of China, the ministry reviewed the applicant's qualifications, the products under investigation and similar domestic products, import data during the period of implementing anti-dumping measures. 

Existing evidence shows that the applicant meets the corresponding requirements of the anti-dumping regulations regarding industry and industry representation, and is qualified to submit the application on behalf of the Chinese polyphenylene sulfide industry, said the MOFCOM's notice, adding the investigating authority considers that the applicant's claims and the submitted evidence meet the requirements for initiating a sunset review.
