据路透社22日报道,美国五角大楼的一份报告草案显示,中国可能已经在其最新的三片导弹发射井中装载了100多枚洲际弹道导弹,并且没有进行军控谈判的意愿。

According to a Reuters report on December 22, a draft report from the US Pentagon suggests that China may have already deployed over 100 intercontinental ballistic missiles in its three newest missile silo fields and shows no willingness to engage in arms control negotiations.

在12月23日举行的中国外交部例行记者会上,外交部发言人林剑在回应外媒记者“中方对该报告有何评论”的提问时表示,我不了解你提到的所谓的美国的内部报告,美方的类似炒作是其一贯伎俩,旨在为自身加速核力量的现代化、破坏全球战略稳定的行径寻找借口,国际社会应对此有清醒认识。

At the regular press conference of the Chinese Foreign Ministry on December 23, in response to a foreign media journalist's question regarding "what comments does China have on the report," spokesperson Lin Jian stated that he is not aware of the so-called internal report from the US you mentioned. Such similar hype by the US side is its consistent tactic, designed to find excuses for accelerating its own nuclear strength modernization, undermining global strategic stability. The international community should have a clear understanding of this.

林剑表示,美国作为拥有最大核武库的超级核大国,当务之急是切实履行核裁军特殊、优先责任,进一步大幅实质性地削减核武库,为其他核武器国家加入核裁军进程创造条件。我想指出,中国政府前不久刚发布了《新时代的中国军控、裁军与防扩散》白皮书,全面阐明了中国的核政策和军控立场。中国坚定恪守不首先使用核武器政策,坚持自卫防御核战略,始终将核力量维持在国家安全需要的最低水平,不与任何国家进行核军备竞赛,中方一直积极参与《不扩散核武器条约》审议进程和五核国机制会议,就核军控问题同各方保持对话。

Lin noted that as the world’s largest nuclear superpower in possession of the biggest nuclear arsenal, the pressing task for the US is to earnestly fulfill special and primary responsibilities in nuclear disarmament, make drastic and substantive cuts to its nuclear arsenal, and create conditions for other countries with nuclear weapons to join the nuclear disarmament process, Lin said.

Lin pointed out that Chinese government recently released a White Paper titled "China's Arms Control, Disarmament and Non-Proliferation in the New Era" which comprehensively elaborates China’s nuclear policy and position on arms control. China steadfastly follows a policy of “no first use” of nuclear weapons and a nuclear strategy that focuses on self-defense. China always keeps its nuclear strength at the minimum level required by national security, and never engages in nuclear arms race with any country. 

China has been actively participating in the review process of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) and P5 mechanism meetings, and maintains dialogue with all parties on issues related to nuclear arms control, Lin noted.
