Petrobras lifts oil and gas output in 2025 as crude exports hit record
Pre-salt production rises, domestic gasoline and diesel sales grow, and China remains the top destination

By Brasil 247 - Petrobras reported a sharp increase in oil and gas production and a record level of crude exports in 2025, even as international oil prices weakened. The figures were published in a company report released late on February 10, which also highlighted rising domestic fuel sales and a surge in imports of refined products during refinery maintenance stoppages.

Total Petrobras production rose 10.8% in 2025 to 2.990 million barrels of oil equivalent per day (Mboe). The pre-salt segment led the gains, reaching 2.020 million boe, up 11.4% on the year. Petrobras attributed the higher output to increased FPSO capacity, fewer losses linked to maintenance shutdowns in the Campos Basin, improved operational efficiency, and the start-up of new platforms. The company said it brought 44 new offshore wells into operation.

Crude exports set a new record, averaging 765,000 barrels per day in 2025, an increase of 27.1% from the prior year. China accounted for 53% of Brazilian crude purchases, followed by Europe (13%), India (12%), Latin America (8%), and the United States (3%), according to Petrobras.

In Brazil's domestic market, Petrobras said sales of oil products rose 1.6% in 2025, driven by a 2% increase in gasoline sales and a 5.2% increase in diesel sales. Sales of fuel oil fell 28.6%, which the company linked to industrial consumers in Brazil's North and Northeast switching to natural gas.

Imports of refined products climbed as Petrobras pointed to refinery maintenance constraints. Gasoline imports rose 18%, while diesel imports jumped 91.7%. Petrobras said the increase reflected refinery maintenance stoppages and the fact that its refining system does not have the capacity to supply all the fuel consumed in Brazil.

In aviation fuels, Petrobras reported a 6.4% increase in jet fuel (QAV) sales, describing it as the best result in six years. The company also said it carried out its first deliveries of sustainable aviation fuel (SAF) at Rio de Janeiro's Galeão airport: "The volume of 3,000 cubic meters supplied distributors at the Tom Jobim International Airport and is equivalent to about one day of consumption at Rio de Janeiro's airports," Petrobras stated.

Sylvia Anjos, Petrobras' director of Exploration and Production, said the company delivered strong results despite lower prices and added reserves in 2025. "Even in a scenario of lower prices, we delivered production records, exceeded our guidances (forecasts) and reinforced the resilience of E&P (exploration and production). This performance was accompanied by a significant addition of proved reserves in 2025," Anjos said.
