Editor's Note: As China's national lawmakers approved a development blueprint for the 2026-30 period, the country has set a slew of goals with high-quality development on the top agenda. Global Times reporter Dong Feng conducted exclusive interviews with the ambassadors to China from Pakistan, Indonesia, and Kenya, sharing their in-depth views of China's 15th Five-Year Plan, discussing cooperation prospects based on its basic tasks, to build a community with a shared future for mankind.

Kenyan Ambassador to China Willy Bett told the Global Times that China's 15th Five-Year Plan (2026-30) transforms China's policy landscape, creating multidimensional opportunities focused on technology and innovation, Chinese partnerships in e-commerce ecosystems, cloud services, fintech and digital skills training.
"China's pivot from old-model growth toward a strategic and innovation-driven economy is aligned with our national priorities," Bett added. He also said China's push for high-standard opening-up signals wider market access, especially in services, digital industries, finance, and green technologies. "Foreign firms can expect clearer entry channels, improved IP protections, and opportunities to collaborate in frontier sectors," said Bett.
Meanwhile, he observes that institutional reform including regulatory simplification and better alignment with global business rules creates a more predictable, transparent, and fair business environment. "This reduces compliance risks and increases investor confidence."
China's focus on stability particularly through its emphasis on high-quality development, strengthening supply-chain resilience, and advancing institutional reforms offers the global economy a degree of predictability at a time when many regions face volatility, Bett noted.
"By committing to stable growth and expanded opening-up, China is signaling to the world that it intends to remain a reliable economic partner and a major driver of global demand," he said.
From the ambassador's view, for Kenya, this stability creates practical opportunities. It strengthens confidence for continued cooperation. Additionally, it also aligns well with Kenya's Bottom-Up Economic Transformation Agenda (BETA), which is geared towards economic turnaround and inclusive growth through a value chain approach.
"Overall, China's push for stability doesn't just support global economic recovery, it reinforces a mutually beneficial partnership in which Kenya can tap into predictable financing, durable value-chains, and new avenues for trade and industrial growth," said Bett.
The ambassador also shared his outlook on China-Africa cooperation.
"Kenya is looking forward to achieving breakthrough in several priority areas as the new five-year period begins, particularly in the Year of People-to-People Exchanges under the FOCAC (the Forum on China-Africa Cooperation) framework. With China placing strong emphasis on high-quality development and high-standard opening-up, cooperation will deepen," he said.
Exploring areas that Kenya expects to achieve priority breakthroughs in cooperation with China, Bett highlighted that cooperation in modern industrial capacity and green growth will help the country transform its industrial base and create jobs; in trade, investment and market access, with new opening-up measures in China, Kenya expects improved access for agricultural products, deeper investment in special economic zones, and smoother logistics and standards cooperation.
"We also expect to make strides in innovation, AI and the digital economy. China is developing technologies that are of high quality and are affordable for developing countries therefore a great opportunity to explore," he said.
China's focus on tech-driven growth will help unlock solutions to global challenges and foster more inclusive growth.
"This 15th Five-Year Plan is not only a roadmap for China's development but also has a spillover effect that extends beyond borders especially to developing countries," said the ambassador.
