New Albanian govt unveils program to promote growth

The new Albanian Prime Minister Edi Rama of Socialist government said Wednesday that it has developed a blueprint for a new economic model to ensure sustainable growth.

In its section on the Economic Development of the country, the new government says it has developed new economic, development and structural policies that better and rapidly converge with European economy and "the engines" of the Albanian economy in the years to come.

The new center-left government will be committed to engaging and establishing close and permanent dialogue with local and foreign business community and employ best domestic and international expertise. This dialogue will be institutionalized with the establishment of the National Economic Council at the prime minister's office.

The government will be committed to identifying new sources of economic growth, or "substitutes" for several current sources of growth through achieving essential objectives for development and economic growth over the next 15-20 years.

The government will build a profile of the Albanian economy for the next two decades, identifying several priority sectors including manufacturing, energy, tourism, agriculture and agro-industry, education and services.

The current model of economic growth of Albania relies on the remittances, the international donations, the soft loans and international assistance, mass privatizations and the boom of the construction industry.

The new Socialist government will focus more on growth of domestic production and exports, as well as creation of new jobs across the country.

The government plans to clearly identify the new factors of the economic growth to turn such factors into competitive advantages by supporting priority sectors and by taking adequate and specific measures.

PROGRAM FOR 2013-2017 PERIOD

The program for 2013-2017 period presented by Edi Rama was composed by five chapters, beginning with the European integration, Albania's role in the Balkan, security and rule of law and continues with economic development and public services.

Focusing on priorities of his government, Rama said that real enemies were poverty and unemployment. Referring to pledge for creation of 300 thousand jobs, Rama underlined that would do the utmost to succeed in keeping it.

Overall, the fiscal policy aims to encourage economic development and employment.

ON EDUCATION

The new government of Albania regards education as one of the best economic policies and a fundamental system that guarantees the country's overall development.

Public financing for education is aimed to reach the 5 percent level of the GDP, for a qualitative education for each child, regardless of origin, family environment or economic conditions.

A consolidated preschool education system will be created to offer access for all children up to the age of 5. Preschool education curriculum will also be reformed, under the curricular reform of basic education.

There will be no three-shift schools or classes with more than 30 pupils.

The government will also work to improve the teachers' real incomes and establish bonus and nomination criteria based on meritocracy.

Special care will be shown in the implementation of social policies to come to the aid of disadvantaged children and those in need.

Until the end of the first term in office, the government intends to raise to 90 percent the level of the completion of high school education.

Another priority of the government is to boost security in educational institutions, especially with regard to the elimination of cases of the use of weapons and consumption of narcotics or of other harmful substances in schools.

ON HEALTHCARE

Socialist Party and its governing coalition will be engaged in next four years in bringing back lost faith of citizens in healthcare service.

The 2013-2017 government program considers healthcare a public good and fundamental factor of development. Government pledges to realize a qualitative healthcare system, which would offer full access and guarantee financial stability.

The program envisages establishment of National Health Service, which would be the only one to pay for the healthcare service, avoiding any problem for full access to this service by citizens. The healthcare system will be financed by overall taxation.

A national program for basic control of population's health will be implemented within 2014. Likewise, A National Service of Medical Emergency will be created to provide rapid and professional presence in the entire territory of the country.

All public and non-public hospitals will be subject of an initial accreditation and of a periodical re-evaluation.

The left-wing healthcare program envisages creation of a unique digital healthcare system, which will connect all public and private actors of healthcare system. In the center of this system will be the individual and his electronic healthcare file.

Further, a key priority of socialist government would be Albania's EU integration, said Rama.

At the end of his presentation, Rama promised to opposition to testify it with deeds the meaning of well-governance of the country.
