Russia mulls suspending participation in PACE

Russia would rather not to participate in the work of the Parliamentary Assembly of the Council of Europe (PACE) till the end of the year, head of the Russian parliament's upper house said Wednesday.

"We should not participate in any PACE events till the end of the year, nor take part in any actions and monitoring, until the hotheads in PACE cool down," Valentina Matviyenko told reporters.

Moscow would undertake "adequate measures" if PACE's " Russophobe" position over Moscow's role in the events in Ukraine were not changed, she said.

Among those measures, Matviyenko mentioned cutting Russian membership fee to PACE, which deprived the Russian delegation of its voting rights in the body last week.

Matviyenko said she supported the Federation Council's proposal to re-channel that fee to the newly-adopted republic of Crimea for social-economic development.

Meanwhile, she said that her Ukrainian counterpart, chairman of the Supreme Rada Alexander Turchinov, has turned down her invitation to attend a meeting of the Inter-Parliamentary Assembly of the Commonwealth of Independent States.

"This is an attempt to conceal their inability to find a solution, to start dialogue with their people and decrease tension, " she said, describing the moves of Ukrainian authorities as " convulsive."

During its spring session, held in Strasbourg, France, on April 7-11, PACE passed a resolution condemning Russia for its annexation of the Ukrainian region of Crimea, saying the referendum on joining Russia voted the Ukrainian Constitution and deprived Russia of its voting rights till the end of 2014.

The Russian delegation boycotted the debate and condemned the resolution.
