Malaysian Transport Minister Liow Tiong Lai said on Tuesday that partners of the Joint Investigation Team (JIT) on the MH17 incident are considering setting up an independent international court for an effective prosecution mechanism for those responsible.

In a statement following the release of the Dutch Safety Board (DSB) final report, Liow said as the international tribunal under the UN Security Council may have been vetoed, Malaysia, the Netherlands, Belgium, Ukraine and Australia are working on adopting a treaty to establish an independent international court.

"As part of the JIT, Malaysia remains single-minded in our pursuit of decisive action that will lead to prosecution of the trigger-happy criminals," he added.

The final report, released earlier on Tuesday, said the Malaysia Airlines flight MH17 was shot down by a missile fired from eastern Ukraine last year, killing all 298 people on board.
