Regarding the US guidance warning companies against using advanced Chinese chips, including Huawei’s Ascend AI chips, a spokesperson for China’s Ministry of Commerce (MOFCOM) stated on Wednesday that the US’ action is a typical example of unilateral bullying and protectionism, which seriously undermines the stability of the global semiconductor supply chain and deprives other countries of their right to develop advanced technologies such as AI and high-performance computing.
The spokesperson said China firmly opposes the US abuse of export controls to suppress and contain Chinese companies, calling it a violation of international law and the basic norms of international relations. The move severely harms the legitimate rights and interests of Chinese firms and damages China’s development interests.
The spokesperson stressed that the US’ policy is suspected of constituting discriminatory restrictions against Chinese companies. Any organization or individual that enforces or assists in enforcing such measures is suspected of violating China's Anti-Foreign Sanctions Law and other relevant regulations and shall bear corresponding legal responsibilities.
Innovation and win-win cooperation are the prevailing trends, the spokesperson stressed. China urges the US to immediately correct its wrong practices, abide by international economic and trade rules, and respect other countries’ rights to technological development. China supports global enterprises in carrying out technology cooperation based on market principles, achieving mutual benefit and shared progress, the spokesperson said, adding that China will closely monitor the implementation of US measures and take firm action to safeguard its legitimate rights and interests.
