China to ramp up smarter manufacturing, promote innovation in premium 5G/6G components, high-end chips and more

China's Ministry of Industry and Information Technology (MIIT) and the State Administration for Market Regulation on Thursday pledged to accelerate the enhancement of supply capabilities for next-generation equipment, promote technological breakthroughs in key 5G/6G components, chips and modules, and ramp up 6G tech research and innovation.

The measures are included in an action plan for the pursuit of stable growth of the digital information manufacturing industry for 2025-2026, with the targets including an average annual growth rate of approximately 7 percent in value-added for the computer, communications, and other electronic equipment manufacturing industries. 

When including lithium batteries, photovoltaics, and component manufacturing, the electronic information manufacturing industry is expected to achieve an average annual revenue growth rate of exceeding 5 percent, the action plan said.

By 2026, the digital information manufacturing in five major provinces is projected to surpass 1 trillion yuan in revenue, and the server industry is expected to exceed 400 billion yuan in size, with personal computers and mobile phones set to advance toward greater intelligence and premiumization.

According to the plan, the country will intensify efforts in advancing CPU, high-performance AI servers, and hardware-software integration, while conducting adaptability tests for AI chips. It will advance the deployment of new infrastructure construction, enhance the operational and management levels of existing infrastructure across regions, and strengthen compatibility and adaptation of servers, chips, and key modules, per the plan.

The plan also noted the importance of strengthening self-dependence, with efforts including ramping up breakthroughs in critical technologies, and improving the resilience and security of key industrial and supply chains in the country. It vowed to improve the reliability and safety of components and parts, as well as strengthen the research, development, application, and compatibility of chips, components, and complete systems in fields such as computing. 

Notably, the plan said it will assist enterprises in effectively removing international trade barriers and stabilizing trade of major products including mobile phones, computers and television sets, by leveraging the advantages of the domestic super-large market and domestic demand potential and enhancing the resilience of an independently controllable supply chain.

The plan said it will support enterprises in expanding diversified trade channels, promoting domestic sales of high-quality digital devices for export, fostering integrated development of domestic and foreign trade. Financial institutions are encouraged to expand the scale and coverage of export credit insurance, increase financing support for electronic information foreign trade enterprises, and optimize cross-border trade settlements. In addition, the plan will encourage improvements in customs clearance and other services, and further enhance international logistics. 

The plan also highlighted the achievement of the high-quality development in the photovoltaic sector and other high-tech fields by eliminating involution-style competition, vowing to address low-price competition in photovoltaic and other sectors in accordance with the law.
