The Eleventh ASEAN Plus Three (10+3) Media Cooperation Forum was held in Kunming, the capital of Southwest China's Yunnan Province, on the afternoon of September 17. Under the theme "Increase Inter-connectivity for Common Development and Shared Benefits," 13 representatives from mainstream media outlets across different countries delivered speeches or keynote speeches centered on this topic. Multiple media guests also engaged in on-site dialogues and exchanges on topics including "Foster New Growth Drivers and Share New Development Opportunities." Tong Zhiyun, vice chairman of the Chinese People's Political Consultative Conference (CPPCC) Yunnan Provincial Committee, delivered a speech at the forum. The following is the full text of the speech:
Distinguished guests, media friends, ladies, and gentlemen,
Greetings, everyone!
Today, we gather in China's Kunming, a city known for its year-round spring-like climate, for the Eleventh ASEAN Plus Three (10+3) Media Cooperation Forum and jointly celebrate the grand occasion of the 2025 Media Cooperation Forum on Belt and Road. I would like to extend a warm welcome to all the guests and media friends present!
China shares geographical proximity with ASEAN countries, as well as with Japan and South Korea. Holding high the banner of building a community with a shared future for mankind and working hand in hand with neighboring countries to create a better future, Chinese President Xi Jinping stressed that "acting as a bridge in promoting communication, cooperation, and people-to-people contacts, media can play an even greater role in the development of China-ASEAN ties."
President Xi expressed hope that media from both sides could serve as messengers of friendly exchanges, facilitators of pragmatic cooperation, guardians of harmonious coexistence and good story-tellers on peace and development, making a greater contribution to the building of a closer China-ASEAN community with a shared future.
Media serves as a bridge. The purpose of holding this forum is to establish a platform for communication, enhance two-way dialogue, deepen trust, and expand industry networks, thereby promoting deeper and more innovative development of media cooperation, while providing media support for the construction of the China-ASEAN community of shared future. In this regard, I would like to propose three suggestions:
First, telling compelling development stories and co-writing a new chapter of our times. Yunnan and ASEAN share a profound friendship, with fruitful cooperation achievements. In recent years, exchanges and cooperation in tourism, education, culture, media, and sports have deepened, and the awareness of a shared future between China and ASEAN has become more ingrained in people's hearts.
In the face of unprecedented global changes, we must join hands to uphold the banner of peaceful development, and vigorously interpret the Global Development Initiative, Global Security Initiative, Global Civilization Initiative, and Global Governance Initiative proposed by President Xi. We should focus on building a peaceful, safe and secure, prosperous, beautiful, and amicable home, and concentrate on key issues such as poverty alleviation, energy transition, technological innovation, biodiversity conservation, and climate change to see the broader trend through small details and tell compelling stories. Through media, we can bridge the gap between hearts, strengthen the foundation of mutual trust, and make the light of friendship shine even brighter.
Second, expanding cooperation areas and uniting media forces. Media cooperation is a vital component of the 10+3 mechanism and an essential part of promoting people-to-people exchanges. In recent years, Yunnan has adhered to the principles of harmony in diversity and mutual learning and benefit, initiating the establishment of the South Asia and Southeast Asia Media Network, while creating the Yunnan International Communication Center for South and Southeast Asia. We promptly dispatched reporters to Myanmar to cover the progress of earthquake relief efforts, gathering strength through "warmth," building bridges of understanding and generating cumulative effects. Looking ahead, we must jointly uphold the banner of open cooperation, adopt an "international perspective" while grounding ourselves in "local viewpoints," and promote media cooperation with a historical and long-term vision; enhance exchanges among media personnel at all levels through academic discussions, joint media tours, co-production of programs, content sharing, collaborative topic creation, and talent development, transforming the "grand abstract" into "concrete and tangible" narratives that amplify Asian voices and tell compelling Asian stories.
Third, deepening media transformation and jointly envisioning a bright future. Humanity is currently transitioning from the "Internet+" era to the "Artificial Intelligence (AI)+" era, where mobility and intelligence have become the pinnacle of all-media communication. Media cooperation is advancing in depth, a trend that is both inevitable and essential. Looking ahead, we must jointly uphold the banner of seeking change and innovation, expand channels for technological empowerment, and leverage 5G, AI, and big data to continuously enhance the digitalization of the industry and the efficiency of content production and distribution; shift narrative approaches from "macro perspectives" to "micro insights," from "informing" to "evoking empathy," and from "cultural differences" to "shared values." Through emotional anchors, we should reshape the discourse system of the news industry, while focusing on ethical co-construction and capacity enhancement, preventing fake news, strengthening the ability of setting agenda, and jointly safeguarding the authority and dignity of journalism.
Dear guests and media friends,
Media plays an indispensable role in fostering mutual understanding among people. I hope that through in-depth discussions, seeking common ground while shelving differences, eliminating misunderstandings, and amplifying consensus, we can contribute media strength to the better operation of the 10+3 mechanism and the building of China-ASEAN community of shared future.
Yunnan is a land blessed by nature, where one can enjoy the sunshine and blue skies every day, accompanied by tea, coffee, flowers, and fruits. Welcome to experience "a life called Yunnan" and perceive the diverse aspects of Chinese modernization through the land.
Thank you all.
