Responding to questions on whether China could clarify if its export control measures on rare earths have taken effect or are currently suspended and, if suspended, whether this relates to US tariff threats and recent China-US economic and trade consultations, following US Treasury Secretary Scott Bessent's claim on Sunday that China had never implemented these measures and that US threats to impose 100 percent tariffs on Chinese goods had influenced the negotiations, Foreign Ministry spokesperson Guo Jiakun said at a press conference on Tuesday that specific details should be referred to the relevant Chinese authorities.
Regarding the rare earth export control policy, Guo noted that China has repeatedly clarified its position. The measures in question are part of efforts to standardize and improve the export control system, in line with international practices. They are intended to better safeguard world peace and regional stability while fulfilling non-proliferation and other international obligations. "We are willing to strengthen dialogue and exchanges with all countries on export controls to maintain the security and stability of global industrial and supply chains," Guo said.
As for the China-US economic and trade consultations, Guo added that relevant information has already been released by the Chinese side and can be referred to for details.
