The new Agreement between the Government of the Russian Federation and the Government of the People's Republic of China on the Promotion and Reciprocal Protection of Investments formally came into effect on Monday, China's Ministry of Commerce (MOFCOM) said on its official website.

The two governments first signed a bilateral investment treaty in 2006. To provide a more stable, fair, transparent and predictable business environment for investors from both sides, the two countries launched upgrade talks in 2022 and signed the revised agreement on May 8, 2025, according to MOFCOM.

The new agreement contains 20 articles covering investment protection, investment promotion, investment facilitation, dispute settlement, and other areas, according to the ministry.

Compared with the bilateral investment treaty signed in 2006, the revised version further strengthens protection provisions and enhances legal certainty for two-way investment. It also incorporates investment-facilitation rules, improving transparency and predictability in investment-related measures, and refines dispute-settlement procedures to provide clearer guidance for resolving investment disputes, the MOFCOM said.
