In response to a question regarding media reports about China recently issuing new rare earth export licenses, Guo Jiakun, a spokesperson for China's Foreign Ministry, told a press conference on Friday that "I'd refer you to competent authorities for specific details," while adding that the Chinese side implements export controls on rare earth-related items in full compliance with laws and regulations, and these measures are not directed at any particular country.
Rare earth and other items possess dual-use (civilian and military) attributes. Implementing export controls on them is an internationally accepted practice, which reflects China's consistent stance of firmly safeguarding world peace and regional stability, and actively participating in international non-proliferation efforts, Guo said.
The Chinese government will promptly approve any compliant export applications that are for civilian purposes. China stands ready to enhance dialogue and cooperation with relevant countries and regions to jointly safeguard the stability of global production and supply chains, the spokesperson noted.
