The draft plan on the development of energy-saving and new energy automotive industry is now under revision phase, and will soon be submitted to the State Council for approval, said China Association of Automobile Manufacturers (CAAM) Thursday.

According to CAAM, the plan is expected to be published by the fourth quarter of the year, with hybrid vehicles as key players.

CAAM proposed in the plan that from the 2011-2015 period, the industry will be in incubation; while from 2016 to 2020, it will enter a fast growth era with the auto technology reaching advanced world standards.

In terms of auto yield, the year 2020 will see a total energy-saving and new energy vehicle output of 5 million units; and passenger cars reduce oil consumption to 4.5 liters.

CAAM is also calling for the capital support from the Ministry of Finance (MOF) to help small enterprises set up technology R&D platforms, which is of great importance for making a breakthrough in technology.

Terms on governmental subsidies and tax reduction were also mentioned in the draft plan.

China has more than 60 new energy auto manufacturers, reported the Ministry of Information and Industry (MIIT).
