The new facility, based in the southern Chinese city of Guangzhou, will make Volkswagen's Seat model, the newspaper said, citing an unnamed executive from Volkswagen's China operations.

Volkswagen said in an email its first step was to boost capacity in the Nanjing and Chengdu plants and no definite information on the Guangzhou plant was available.
