Serious overloading, speeding found to be main causes of traffic accident that killed 15

An initial investigation into the traffic accident that killed 15 people in Qitaihe City, Northeast China’s Heilongjiang Province has found one vehicle suspected of serious overloading and speeding and another in which the driver did not have a license.
 
In the early morning of Saturday at around 4 am, a truck drove into a tractor from behind in Qitaihe City, leaving 15 people dead and one injured, state broadcaster China Central Television (CCTV) reported.
 
Among the 15 people who died in the accident, one was the truck driver and 14 were onboard the tractor. The injured person is being treated at hospital.
 
After an initial investigation, police found the truck was suspected of serious overloading and speeding, and that it did not maintain a safe distance from the tractor in front, which was the direct cause of the accident, according to the CCTV report. Also, the tractor driver had no license and seriously violated the law on carrying people, which made the consequences of the accident worse.
