China, Belarus maintain close exchanges at all levels: FM on Lukashenko's visit

China and Belarus are all-weather comprehensive strategic partners, and the two sides maintain close exchanges at various levels, Chinese Foreign Ministry spokesperson Lin Jian said at a press briefing on Tuesday.

Lin's remarks came after being asked to confirm and provide more information about the reported three-day visit of Belarusian President Aleksandr Lukashenko to China. The spokesperson stated that China will release relevant information in due course.

Chinese expert said that as bilateral cooperation deepens, China and Belarus will enhance policy coordination and establish more efficient, multi-level cooperation mechanisms across various sectors.

Belarusian President Alexandr Lukashenko arrived in China on Monday, kicking off a three-day visit, according to the WeChat account of Cankao Xiaoxi, a newspaper published by the Xinhua News Agency.

China and Belarus established an all-weather comprehensive strategic partnership in September 2022. 

Belarusian Ambassador to China Aleksandr Chervyakov told media on Monday that Lukashenko's current visit to China is, among other things, an opportunity to assess and review the interim results of the governments' work on cooperation, according to BelTA.

The envoy was quoted as saying that "the key vector is clearly defined: the modernization of our economy based on Chinese technologies." 

"The most important projects for the development of bilateral cooperation in mechanical engineering, woodworking, the chemical industry and other industries have also been identified. This set of issues, which was still on paper last year, is now turning into practical actions," the ambassador said.

According to BelTA, Belarus-China mutual trade significantly increased in Q1 2025, with Belarusian exports increasing approximately 18 percent. Last year mutual trade was approximately $8.6 billion.

Belarus' traditional exports to the Chinese market include food products, potash fertilizers and wood products. 

Zhao Huirong, an Eastern European studies expert from the Chinese Academy of Social Sciences, told the Global Times that China-Belarus relations are currently at a historic high, adding that key features include a high level of political mutual trust and deep, comprehensive and sustainable practical cooperation.

Zhao stated that China and Belarus jointly hold years of scientific and technological innovation from 2024 to 2025, which makes industrial cooperation a key focus. Sectors such as healthcare, agriculture, the green and digital economies and the services trade are important directions for future collaboration.

As bilateral cooperation continues to deepen, both sides are expected to further strengthen policy coordination, including establishing more multi-level, multi-domain and efficient cooperation mechanisms, said the expert. 

Lukashenko's visit will further strengthen bilateral ties, particularly by injecting greater momentum into economic and trade cooperation, Wang Xiaoquan, an expert with the Institute of Russian, Eastern European & Central Asian Studies of the Chinese Academy of Social Sciences, told the Global Times on Friday. 

He noted that Belarus aims to leverage its advantages as a member of the Eurasian Economic Union and the Russia-Belarus common market to enhance the introduction of Chinese manufacturing technologies, thereby achieving leapfrog development.

Wang added that China and Belarus are likely to focus on tapping into the immense cooperation potential in fields such as electromechanical manufacturing, timber processing, agriculture, the chemical industry, modern logistics, education and healthcare. Efforts will be made to develop flagship projects and further amplify the leading role of the Great Stone China-Belarus Industrial Park.

Beyond this pragmatic cooperation, Beijing and Minsk have also witnessed a growing coordination on the global stage as two important members of the Global South. 

On May 30, Consul General of Belarus in Hong Kong Tatiana Kharlap signed the Convention on the Establishment of the International Organization for Mediation (IOMed) in China's Hong Kong Special Administrative Region, making Belarus one of the first signatory countries of the convention, per a BelTA report. 

Belarus officially became a BRICS partner state in November 2024, about four months after Belarus was formally accepted as the 10th member state of the Shanghai Cooperation Organization (SCO).

As China holds the rotating presidency of the SCO this year, it presents an opportunity for China and Belarus to expand cooperation within the SCO framework, Zhao said.
