China National Narcotic Control Commission announced on Thursday that nitroxindole substances and 12 others, including trifluoroethyl imidate, will be placed under control to strengthen supervision and crackdown efforts, aiming to strictly prevent their abuse and spread.

To proactively address the real hazards and potential risks posed by new psychoactive substances, the commission has established a complete drug abuse monitoring system and a sound legal system for substance control. Since June, after China added 46 new psychoactive substances as controlled drugs, the commission has found through drug abuse monitoring that new substitutes for the nitroxindole and imidate substances for previously regulated nitroxindole and imidate substances have emerged and caused cases of domestic abuse.

Shan Yehua, deputy secretary-general of the National Narcotics Control Commission stated that after full demonstration, evaluation and strict approval, the commission decided to include nitroxindole substances and 12 new psychoactive substances under control. He noted that the whole-class regulation of nitroxindole substances represents a new global regulatory innovation, following similar measures for fentanyl and synthetic cannabinoids, and is a significant step in curbing emerging drug-related crimes.

"Control of new psychoactive substances is a common problem and challenge faced by countries around the world, which cannot be solved by the strength of a single country and requires the joint efforts of the global community. Practicing strict drug control is the consistent position and firm proposition of the Chinese government. Whole-class control and the rapid inclusion of new substances reflect the unique characteristics of China's drug governance model. We are willing to work with the international community to contribute Chinese solutions and wisdom to help address this global issue," said Shan.
