China to implement export license management for pure EVs starting 2026: MOFCOM

China's Ministry of Commerce (MOFCOM), together with three other government agencies, announced Friday that it will implement an export license management pure for electric vehicles (EVs) in line with the country's Foreign Trade Law, according to a statement on MOFCOM's website.

The four departments involved are MOFCOM, the Ministry of Industry and Information Technology (MIIT), the General Administration of Customs (GAC), and the State Administration for Market Regulation (SAMR).

Export license management will apply to items classified as passenger vehicles equipped only with an electric drive motor and having a Vehicle Identification Number (VIN) - with a reference Customs Commodity Code 8703801090, according to the release.

The conditions for enterprises applying for export qualification, management methods, application procedures, and the application and issuance of export licenses will be implemented in accordance with the provisions of the Notice of the MOFCOM, the MIIT, the GAC, the General Administration of Quality Supervision, Inspection and Quarantine, and the Certification and Accreditation Administration on Further Regulating the Export Order of Automobile and Motorcycle Products (No. 318 [2012] of the MOFCOM). Customs inspection of exported battery electric passenger vehicles shall follow the currently effective Catalogue of Imported and Exported Commodities Subject to Compulsory Inspection, according to the release.

The measure will officially take effect on January 1, 2026, according to the release.
