The Recommendations of the Central Committee of the Communist Party of China (CPC) for Formulating the 15th Five-Year Plan for National Economic and Social Development states, "We should improve the long-term mechanisms for facilitating the participation of private enterprises in major projects and better leverage the guiding role of government investment funds, so as to spur private investment, increase its overall share, and boost growth momentum for market-driven effective investment."
Hohhot, capital of North China's Inner Mongolia Autonomous Region, has taken multiple measures to act as a dedicated service provider for enterprises. These measures have promoted the high-quality development of the private economy, continuously improved the business environment, and injected strong momentum into regional economic development.
Driven by six major industrial clusters, Hohhot is focusing on emerging fields such as synthetic biology, cutting-edge materials, future networks, low-altitude economy, commercial aerospace, and life and health, as well as actively developing future industries. By seizing the policy dividends of large-scale equipment renewal and consumer goods trade-in program policies, the local government is actively implementing technological transformation and the upgrading of the manufacturing industry and large-scale equipment renewal, while promoting the green transformation and high-end development of key industries such as new materials and equipment manufacturing.
Under the dual drive of upgrading traditional advantageous industries and building six major industrial clusters, Hohhot's various industries are showing vigorous development momentum. In the traditional advantageous dairy industry, the milk powder phase III and cheese phase III projects of leading dairy giant Inner Mongolia Yili Industrial Group Co Ltd and China Shengmu Organic Milk Ltd's low-temperature dairy products project have achieved green upgrading through technological innovation, setting benchmarks for traditional industry transformation.
In the new materials industrial cluster, a complete silicon-based materials industrial chain driven by both photovoltaic-grade and electronic-grade materials has been formed, with the country's first 10,000-ton high-purity electronic-grade polysilicon production line built and supporting industries such as third-generation and fourth-generation semiconductor materials and electronic specialty gases having been gradually brought into play. The industrial chain is continuously being improved and competitiveness is on the rise.
In terms of the new energy industrial cluster, Hohhot's total installed power generation capacity has reached 21.38 million kilowatts, of which new energy capacity stands at 7.095 million kilowatts, both doubled compared with the beginning of the 14th Five-Year Plan period (2021-25).
In the field of the next-generation information technology industrial cluster, Hohhot is advancing the construction of the Horinger Data Center Cluster, attracting over 50 data center projects from three major telecommunications carriers, financial institutions, and national ministries. The total computing capacity has reached 110,000 petaflops, of which intelligent computing power accounts for over 95 percent, and the green electricity usage rate in data centers exceeds 80 percent.
In the modern equipment manufacturing industrial clusters represented by the low-altitude economy and aerospace industries, the city has established an aerospace economic development zone and built a demonstration park for the low-altitude economy, as well as advancing the construction of a Beidou high-resolution application industrial park. The agglomeration effect of its industries has begun to take shape.
In the biomedicine industrial cluster, Hohhot has built the world's largest intelligent manufacturing base for foot-and-mouth disease vaccines, production bases for xanthan gum and avermectin, as well as a base for the inheritance and development of Chinese (Inner Mongolian) medicine. During the first three quarters of 2025, private investment in Hohhot continued to maintain good growth momentum, with a year-on-year increase of 14.4 percent, official data shows.
In recent years, Hohhot has continuously improved its business environment to cultivate and stimulate market vitality and enhance endogenous development momentum. In terms of government services, Hohhot has been promoting the digital empowerment of government affairs. Relying on artificial intelligence (AI) technology, it has collected and integrated about 16,000 question and answer data entries related to administrative approval, social security and medical insurance, real estate, housing provident funds, and other fields, and launched an intelligent government affairs question and answer system.
By classifying and integrating policy resources, it has formed 38 "apply-free enjoyment" policies covering three categories, including tax and fee reduction, financial subsidies, and people's livelihood services, as well as 90 regular preferential enterprise policies. Enterprises can search relevant favorable policies with one-click.
Moreover, market access has become more relaxed, and tax services have seen continuous innovation. Enterprises can complete establishment procedures within half a working day, with significantly reduced procedures and links, and seven high-frequency matters are handled at one time. In terms of promoting fair competition, "dual random selections plus timely release of results" spot checks have been carried out on government procurement agency institutions, policy promotions have been held, and a communication bridge between government procurement suppliers and financial institutions has been built.
