China’s opportunities are global dividend: former vice president of Party School Li Junru at Global Times Annual Conference

On Saturday, the Global Times Annual Conference 2026, themed "Trust in China: New Journey, New Opportunities," was held in Beijing. During a discussion on the topic "An empowering country: what global dividends will the 15th Five-Year Plan deliver," former vice president of the Party School of the Communist Party of China Central Committee Li Junru said that during the 15th Five-Year Plan (2026-30) period, China will continue to advance high-level opening-up and accelerate the cultivation and growth of new quality productive forces. China's economic development will bring new opportunities and inject fresh momentum into the global economy, while countries around the world will share the substantial dividends of China's development through openness and deeper connectivity.

The first dividend China delivers comes from opening-up, Li said. China on Thursday launched island-wide special customs operations in the Hainan Free Trade Port (FTP), which Li described as "the greatest momentum, the greatest opportunity, and the greatest dividend" China will bring to the world during the 15th Five-Year Plan (2026-30) period.

The second dividend lies in China's high-level market economy during the 15th Five-Year Plan period (2026-30). A series of major initiatives will generate new momentum, thereby attracting more foreign investment into China for production, operations, and reinvestment, and forming fresh drivers of development, Li said.

The third dividend is the development of China's new quality productive forces, which will provide strong momentum for global economic growth, Li noted.

The fourth dividend is China's stable social and political environment, Li said, noting that "at a time of global turbulence and uncertainty, a safe and stable China will attract more capital. Therefore, my conclusion is that China's opportunities are global dividends."
