The government service website of East China's Zhejiang Province published an administrative penalty decision on Saturday, showing that Chinese actress Gina Jin was fined 1,500 yuan ($216) for fleeing the scene of a traffic accident in 2025.

On March 16, 2025, at 3:07 pm, Jin was driving a small passenger car near a bus stop in Lingxia village, Hutang subdistrict, Keqiao district, Shaoxing city, Zhejiang Province, when she fled the scene after causing a traffic accident that resulted in minor injuries or property damage, according to the decision. The decision states that Jin's action does not constitute a criminal offense.

Previously, online rumors about Jin being involved in a local "substitute driver" incident related to a traffic accident drew widespread attention. On January 30, traffic police in Keqiao district of Shaoxing issued a statement on the incident: after noticing online rumors on January 29 alleging Jin's involvement in a traffic accident "cover-up," local police immediately set up a task force to review the accident details and reinvestigate the process.

It has now been established that around 11 am on March 16, 2025, Jin, a native of another province visiting Shaoxing for the first time, was traveling together with two other individuals surnamed Xu and Liu respectively, sightseeing and shopping in Keqiao Ancient Town without having meals during that time, read the statement.

At 3:07 pm, Jin, who holds a valid driver's license, was driving a black SUV with Shanghai license plates on a road in Hutang Street when she swerved to avoid a dog running across the road, resulting in a single-vehicle accident, the statement said.

The accident caused minor injuries to all three occupants, as well as damage to the vehicle, a road sign, and a residential wall, according to the statement.

After the accident, Jin, who sustained facial injuries and was in urgent need of medical attention, left by taxi accompanied by Liu to seek medical examination and hospitalization at a hospital in Shanghai, read the statement.

The police said Xu remained at the scene to report the incident, adding that during the police investigation, Xu falsely claimed to be the driver.

The officers, after a preliminary assessment, determined it to be a single-vehicle accident with no suspicious circumstances and handled it accordingly under simplified procedures, the statement said.

The investigation revealed that Xu did not actually file an insurance claim afterward, and no insurance fraud was involved in the case.

Jin later posted an apology on Weibo, explaining the circumstances of the accident and sharing photos of her injuries from the incident.
