Following the UN Security Council's Wednesday vote on a draft resolution concerning the situation in the Middle East, Fu Cong, China's permanent representative to the United Nations, said in explanatory remarks that the draft resolution proposed by Russia reaffirms the purposes and principles of the UN Charter, urges all parties to immediately cease military actions, condemns all attacks against civilians and civilian infrastructure, and encourages all parties to return to the track of diplomatic negotiations. China welcomes and supports this, and was disappointed and regretful that the draft resolution was not adopted.
On the same day, the Security Council voted on two draft resolutions related to the ongoing military conflicts in the Middle East. Among them, the draft resolution submitted by Russia urges all parties to immediately cease military operations in the Middle East and other regions to avoid further escalation of the situation; condemns all attacks against civilians and civilian infrastructure; and calls on all parties to protect civilians and civilian infrastructure in accordance with their obligations under international law, including international humanitarian law.
The draft received four votes in favor, two against, and nine abstentions, so it was not adopted: Russia, China, Pakistan, and Somalia voted in favor, while the US and Latvia voted against.
