China banned the export of dual-use items to Japanese military users and for military purposes in accordance with laws and regulations to contain Japan's remilitarization and its attempt to possess nuclear weapons, Chinese Foreign Ministry spokesperson Mao Ning said on Monday during a press conference.

Mao made the remarks in addressing a question claiming that China has stopped exporting to Japan several heavy rare earths and other materials for at least four months, according to the Chinese customs data. The timing coincides with the dispute between China and Japan over Taiwan. The reporter asked the Foreign Ministry to confirm whether Beijing has effectively stopped these exports in response to Japanese Prime Minister Takaichi's remarks on Taiwan.

"For anything specific, I'd refer you to competent authorities," Mao added.

On January 6, China announced the decision to strengthen export controls on dual-use items destined for Japan, in accordance with the relevant provisions of laws and regulations, including the Export Control Law of China. The announcement took immediate effect. The decision was made in order to safeguard national security and interests and fulfill international obligations such as non-proliferation, China's Ministry of Commerce (MOFCOM) said on January 6. The measures took effect on the same day.

According to the MOFCOM, under the decision, all dual-use items are prohibited from being exported to Japan for military end-users, military purposes, or any other end-users or uses that contribute in any way to enhancing Japan's military capabilities.

Any organization or individual in any country or region that violates the above provisions by transferring or providing relevant dual-use items of Chinese origin to organizations or individuals in Japan will be held legally liable in accordance with the law, said the ministry.
