On June 1, during the fifth plenary session of the 22nd Shangri-La Dialogue, Philippine Defense Secretary Gilberto Teodoro launched repeated attacks against China in his speech, and claimed China was inconsistent in word and deed in the South China Sea. His remarks were strident and sharply worded.
After the session, a reporter from the Global Times approached Teodoro at the exit of the venue and pressed him with a question: "Do you think there is a way out for China and the Philippines (on the South China Sea issue)?" Teodoro made no response and quickly left the scene. His military escort blocked the interview attempt.
