At the 22nd Shangri-La Dialogue on Sunday, Philippine Defense Secretary Gilberto Teodoro smeared China on the South China Sea issue. In response, Major General Meng Xiangqing from the delegation of the Chinese People's Liberation Army National Defence University, said Teodoro's remarks were unfounded attacks that disregarded facts, misled the public, incited confrontation, sowed discord, and distorted right and wrong. 

Meng said such statements run counter to the prevailing trend of peace and stability in the region, and are completely out of step with the common desire of the vast majority of countries to reject taking sides, uphold independence, and pursue peace, development, dialogue, and cooperation. We firmly oppose and categorically reject them, Meng said.
