Senior Chinese anti-drug official vows to improve narcotics control system, urges rigorous international verification and export curbs

State Councilor and head of the national anti-drug committee Wang Xiaohong on Wednesday urged stricter control over addictive substances as well as materials used in drug manufacturing, and called for the rigorous enforcement of international verification and export-control measures, the Xinhua News Agency reported on Thursday.

Wang made the remarks at a national video conference on narcotics control, underscoring the need to accurately grasp the drug-control situation, improve and refine the drug-governance system, and unswervingly follow the path of drug-problem governance with Chinese characteristics. 

Wang called for tightening drug detection and seizure efforts, stepping up investigations and crackdowns on major narcotic-related cases, and enhancing cross-regional and cross-border collaboration, Xinhua reported.

In March, China's State Council Information Office released a white paper titled Controlling Fentanyl-Related Substances — China's Contribution, highlighting the country's rigorous control over fentanyl-related medications, its strict prevention of fentanyl-related substance abuse, and its hard crackdown on the smuggling, manufacturing, and trafficking of fentanyl-related substances and related precursor chemicals.  

Regarding control measures, the document noted that China has worked actively to establish a digital tracking system using technologies such as RFID and artificial intelligence to achieve full-process dynamic monitoring and closed-loop management of their production, sale, transport, use, and import and export.

China's General Administration of Customs told Xinhua earlier that the customs authorities have strengthened frontline personnel training, enhanced the inspection and control efforts on fentanyl-related substances - for example the use of CT and X-ray inspection equipment - and upgraded intelligent image analysis algorithms to more accurately detect the concealment of illegal substances. 

Wang also emphasized the need to carry out comprehensive public education, conduct strict and standardized law enforcement, and strengthen international anti-drug cooperation.
