Former Guizhou official Wu Shenghua expelled from Party, dismissed from public post for serious violations of Party discipline and law

Wu Shenghua, a former senior official in Southwest China’s Guizhou Province and former Party secretary of Bijie city, has been expelled from the Communist Party of China (CPC) and dismissed from public duty for serious violations of Party discipline and the law, China's top disciplinary watchdog said on Wednesday.

The Central Commission for Discipline Inspection (CCDI) of the CPC and the National Supervisory Commission released the results of their investigation into Wu, former member of the Standing Committee of the Guizhou Provincial Committee of the Communist Party of China and former Party secretary of Bijie city, in a statement on their website on Wednesday. 

The investigation found that Wu had lost his ideals and convictions, and failed to implement key central policies and decisions on preventing and defusing local government debt risks. He was found to have associated with political swindlers, engaged in superstitious activities, and resisted organizational scrutiny, according to the CCDI statement. 

Wu also violated the spirit of the central government’s eight-point rules by accepting banquet invitations that could affect the impartial performance of official duties and by illegally allocating and using official vehicles. He breached organizational principles by failing to report personal matters as required, and by abusing his power in official appointments to seek benefits for others in exchange for money and property .

The investigation also found that Wu crossed the bottom line of honesty and integrity by illegally accepting gifts and cash, showed a lack of responsibility through inaction and negligence, and abused his position to seek benefits for others in areas such as mineral resource development approvals and engineering projects contracting, in exchange for significant sums of money.

Public information shows that Wu, born in 1966, spent most of his career in Guizhou, holding various positions including head of Guiding County, governor of Qiannan Bouyei and Miao Autonomous Prefecture, and vice governor of the province.

In April 2022, Wu was appointed to the Standing Committee of the Guizhou Provincial Committee of the Communist Party of China, and a month later became Party secretary of Bijie city. He held both posts when the investigation was announced.
