China's yet-to-be-built data exchange centers should consider state ownership, Huang Qifan on Sunday, professor of Fudan University and former mayor of Southwest China's Chongqing Municipality, said at the Bund Summit held in Shanghai.

Huang suggested that data is a vital production factor, which can be generated by the clash of different data. "The property of data has not been confirmed yet, thus any illicit collection and spread of data can do harm to the country's interests," said Huang.

During the summit, Huang noted that the pricing of data should be marketized by both sides of each exchange. In addition, data generators and processors have rights to allocate the revenue of data trade. Revenue from data processing should not be monopolized by third-party platforms that collected the data.

"There is a lack of regulation and management targeting the data exchange market from the level of the country's administration," said Huang.
